Best Practice for Monitoring Performance and Resolving Issues?

Hello,

We are experiencing recurring times of slowness in our system and want to better monitor the performance to potentially troubleshoot this problem. When users report slowness, we run the ESS Job Queries provided by Oracle in DOC 2820161.1 but they haven't shown anything alarming as far as long running jobs etc.

Does anybody have a helpful process they follow to troubleshoot these performance issues or queries that might help find the root cause?
