Chat Cobrowse not working properly

Hi,

I have couple of doubts regarding the chat cobrowse:

1. According to the documentation I have activated the two widgets that is chat/chatcobrowsepremium and utils/cobrowse premium. Then   added these widgets to the template(utils/cobrowse premium) and chat_landing(chat/chatcobrowsepremium) page. Nothing happend when I checked in development area. But when staged and promoted the above two pages, it is working properly in customer portal area. My question is, Do we really need to promote the pages which contains the widgets to check the cobrowse functionality or we can check within the development area itself ?
