In Redwood UI, Line Managers can't add absence against all assignments

Summary:

Line Managers can't add absence against all assignments in redwood UI unlike Responsive UI which lets managers submit absence against those assignments as well to which they are not manager of.

In Redwood UI, 'All' option is not available. We have not selected 'Allow only one assignment per absence' at the absence type setup. Hence, it should allow creating absence in one go against all assignment and not restricting it to one assignment. In redwood UI, one of Assignment is getting selected by default and no option to keep it blank (like we have in ESS page) to allow absence recording for all assignments.
