Hide Learning Skills & Qualifications (24B update)

Summary

The 24B update delivered a new Skills & Qualifications option on the Learning course 'General Information' section that seems unable to be hidden. We do not want this visible because we do not utilize Skills & Qualifications at this time.

Can the Skills & Qualifications option in Learning be hidden from all users?
