Correct "Effective End Date" Course- updated CourseV3 does not support effective dates change

Summary:

Instead of using the Publish End date for some courses we used Effective end date. Now we cannot see the course as a learn admin because the system updated it to end of time. The learning assignments are also not showing. I tried to use the HDL to update the Publish End date but I cannot. Is there any way of correcting the Effective end date in this case?
