HR transfer for future global transfer- absence usage during last week under old record issue

Summary:

If an employee is scheduled to transfer to a new legal entity (Global Transfer) in the next coming days, his/her balance zeroes out due to the 'HR Transfer' action. So if an employee tries to use absence hours for that last week, the system throws an error since it thinks there are 0 hours in plan balance but really the plan balance is being transferred to the new record. Is there a way to get around this?

If I do a +adjustment in the current record so employee can use absence hours, I get a system error showing this. Before I was able to do it without issue and then after employee uses absence, I do a -adjustment in the future/new record so balance is accurate. Please suggest as to what we can do. Not sure why Oracle has not given us the ability to control HR balance transfers for global transfers. It's such an inconvenience if the employee wants to use those hours during the last week of employment in the previous/old record.
