Cannot assign an AOR requires unique name

I am trying to assign an AOR to a new employee with no existing AORs but am receiving the message ''A responsibility with this name already exists. Enter a unique name - PER-1531579'.

The name I am using is used for all our HR staffs standard AOR, do AOR names need to be unique across Employees now? I have this issue on responsive and classic pages.
