recommend action on category community - how to hide it

Summary:

Hi all,

we removed all privileges/roles to our custom employee role to perform the action recommend, but he is sble to see the action for catogory communities.

it is not possible to remove the action from VB.
has anyone else encountered this anomaly? is there a privilege that I forgot to remove?
