Item rule set to change planning method is not working properly

The client requirement is to change the default planning method attribute of the Item in most of the inventory orgs.

We have total 150 Inventory orgs, in that except two orgs we need to change planning method attribute for the rest of the orgs. We have already rule set as per requirement as once item is created and approved it is assigned to all inventory orgs

Currently in template, the planning method attribute is MRP and MPP planning but we need to change it to replenishment planning for rest the orgs (except two orgs).

I have defined the following rule set (PFA), but it is not working as expected and if I create item, the planning method (replenishment Planning) is assigned to all orgs.
