Terminated instructors visible on instructor page and to select in ILT activity

Summary:

In responsive UI, once a instructor was terminated, they stopped appearing on the Instructor page and were no longer available to select in ILT activities.

Since moving across to Redwood, they show up, both on the instructor page and also when adding instructors in ILT activities.

I just wondered if this is new, intentional behaviour or whether its a bug?
