Unable to edit learning assignment to add learner to offering

Since switching on Redwood, we haven't been able to manually add learners to offerings via their course level assignment details. Is this expected behaviour?

All of our mandatory training has learning initiatives set up at the course level. In most cases, the learner enrols themselves onto the offering. However, it is not uncommon for an administrator to need to do this for them. In which case we'd find their course level assignment, select Edit Assignment and add select the offering.

Since switching on Redwood this option is greyed out - is this expected behaviour?
