How we can customize Redwood Performance Document page

Requirement 1: We need to make Manager Rating dropdwon readonly

Requirement2: Need to update text "Review and evaluate the employee on each topic in this performance document"

I tried in VBS but not getting option to customize these fields. Please assist how we can achieve this requirement.
