Uncheck 'Reuse active qualifications' checkbox by default

Hi Everyone,

While creating the initiative, we have a checkbox for 'Reuse active qualifications' on the Configuration page of initiative.
I have observed that its always checked by default if new initiative is being created for active qualifications. From where does this configurations is defaulted ? How can I make it as unchecked by default for each initiative I create.

For the users, this is an added extra step that they need to remember everytime while creating initiative and they would like to avoid that. The impact of keeping it as checked is too big as it will directly mark the initiative as completed with the current active qualifications.
