How to restrict inactivation of manufacturer if manufacturer part numbers is assigned to it?

As per the below example, our expectation is that the system should check that there MPNs assigned to it and tagged to items, so the system should restrict if the user tried to Inactivate the MFG and show proper error message. Is there a possibility of personalization / some setup using which we can achieve this.

Manufacturer - "BIOMEDICAL ENTERPRISES INC" is currently in Active status . There are Manufacturer Part numbers assigned to this Manufacturer. Also the MPNs are tagged to items.

Status is updated to Inactive , then Saved.
