Multiple actions in CPQ

Problem statement: When multiple actions are triggered in CPQ together at same instance, quote is stuck in current status and step does not transition.

Description: CPQ application does not have collaborative quoting enabled.

User triggers an interface action like Submit Order or Return to Sales Cloud. Another user opens the locked quote and system triggers open_transaction and some other actions.

When this action coincides with Submit Order order_start or Return to Sales Cloud action, the quote does not transition to next step. The quote is stuck in previous step.

When two actions are processed at same time expectation is that both actions are triggered and processed successfully by the system.
