Off-payroll workers (UK) - why do they have separate National Insurance balances?

These balances are populated for off-payroll workers as per the 20A release notes:

  • NIable by Category for Off-payroll Worker
  • NI Employee Off-payroll Worker
  • NI Employer Off-payroll Worker

Two questions:

  1. I can't see any equivalent fields for these on the FPS/EPS, and I can't find anything in the documentation that explains why these balances are being populated and what they are used for. Anyone know?
  2. If we are data migrating off payroll workers for a new implementation, should we be populating these balances for them? They aren't listed in the document - Balance Initialisation (Doc ID 2000651.1) - which lists the balances to be initialised for the UK, so does that mean they aren't important?
