Looking for OTM functionality using carrier commitment

Summary:

If something changed on an order that was significant enough to withdraw the tender (like a location change), and there was carrier commitments in use, would the originally chosen carrier be considered or could another carrier possibly be chosen based on who was due the next shipment based on commitments?
