Why are journal entries being generated when journal generation is turned off?

Why are journal entries being generated when journal generation is turned off?

We would like to import Project Cost but we do not want to them flow to the General Ledger, so we imported Project Cost with Project Transaction Source that is turn off "Create raw cost accounting journal entories".

But when we execute closing accounting, it occured error by unaccounted for Project Cost.

We have confirmed Project Cost, Accounting was available.

Why are journal entries being generated when journal generation is turned off and what is the best way to import Project Costs to ensure they do not flow to the General Ledger?
