Unable to Edit Budgetary Control and Encumbrance Accounting

Summary:

We are trying to create budget for a project but we are unable to describe Financial Plan Type while setting up the baseline. We have configured all the budgetary settings but we are unable to edit the "Edit Budgetary Control and Encumbrance Accounting" in the setup and configurations. How to switch the control budget filter from "Ledger" to "Ledger or Project".
