Lock Contract Terms tab from Terms Actions is not working as expected

Summary:

So the Scenario is,

User A has locked the Contract Terms so that no one can modify the contract terms because the Terms are locked. But the issue is that other Teams members with access can also able to Unlocked that Contract even though it was locked by User A, this is the issue.

I have also tried with a user that is not an Administrator for Contracts, but they are not affected by the Lock functionality as they do not have editing privileges, regardless.
