Course completion is not recording for Scorm courses

Summary:

When users launch a UL course in our Oracle Fusion Cloud Learning Management System, it opens a new window and a new tab.  As you will see in the screenshot below the Save & Close button is in a separate window from the course content.  This behavior is different than our other SCORM courses and creates confusion for our users.

Here is the first window that pops up when launching the course.

Here is the final screen of the course that opened in a new tab when the course was launched.

Users click Exit Course and think they have finished because the first window popped up at the beginning of the course then moved behind browser containing the course so quickly that they did not read the full message or forgot to go back and find the open window to click Save & Close.  If they don’t click Save & Close, the completion credit is not captured in the system.  Users often retake the course 2-3 times before reporting an issue of the system not recording the completion. L&D has to manually apply completion credit.
