Unable to trigger reminder alert if timecard is not submitted

Summary:

We are using seeded FF for sending alert is timecard is not there, but we checked and go to know this alerts triggers only if time entry is not there , but we want it to trigger if timecard status is not submitted , for eg. timecard is in saved mode then also alert should be triggred.

Unable to see saved , submitted , delete wala option on rule template.
