There are no action button on dashbaord

Hi,

I installed a new EPBCS application and configured only the financials.

I noticed that there is no 'Action' button on the dashboard as shown below, so I cannot open the dashboard in edit mode.

(I want to open some dashboards to find source forms, not modify the predefined dashboards.)

Why is the 'Action' button not displayed?
