Time Entry Rules problem

Hi,

There's a project type which includes Capex and Opex, expenditure type includes Staff cost(Capex) and Staff cost(Opex).

If we can create a time entry rule to restrict timecard saving/submission when the employee choose the project which project type is Opex and choose the expenditure type - Staff cost(Opex)?
