Page Composer Add Content Not Working in Idea or Proposal

Page Composer Add Content Pop Up page is not showing any Components in Idea or Proposal page

Content (please ensure you mask any confidential information):

In the Proposal or Idea detail page and I am trying to add content on this page using Page Composer
When I go to Structure tab and click on Add Content (+), the pop up windows is not showing anything for me to choose. I get No Result when I search with * or Textbox etc. I am expecting to be able to add Components (hyperlink, text etc), Reports and Analytics

What I observed is that the add content works in Item page. Is there a way to enable the Components in Idea or Proposal? or is this consider a bug since it is opening up a blank pop up window without any content for user to choose?
