PTO cash payout US legislation

Summary:

We have a requirement where

1- The cash-out request cannot exceed 48 hours and the employee must have a minimum remaining balance of 80 hours.

2- The employee will have from December 1st to Dec 31st to request their anniversary PTO Cash Out for the following calendar year, the employee must select the anniversary date as the requested date

3- Cash out the payment will be paid in the pay period containing the employee's anniversary date.
