Assigning a Required Course vs. Required Offering

Summary:

While assigning required training we can across a scenario where a learner is assigned a required course, which prompts the learner to enroll themself into an offering. The offering that they enroll into is being marked as a voluntary assignment rather than required. We were under the assumption that the offering would be a required assignment since that was indicated on the course level. Is this expected?

What should we do if we want the learner to take a required course and enroll into an available offering, but have the offering assignment as required?
