Custom (Minimum) Role for loading Supplier Tax Details

Summary:

We are currently uploading supplier tax details by going to Setup & Maintenance > Manage Tax Regime > Upload Tax Implementation Workbook with administrator-level roles and access.

We want other users to be able to have access to Manage Tax Regime without having administrator-level roles and access.

Would it be possible to create a custom minimum role that can access only what's needed in loading supplier tax details (Manage Tax Regime / Upload Tax Implementation Workbook) for said users?
