To differentiate approval flow for learner and manager

Summary:

Hello,

our customer has the following requirement:

  1. Learner (who is not a manager) wants to enroll in a course with a cost → manager have to approve the request
  2. Learner (who is a manager) wants to enroll in a course with a cost → self-autoapprove

How can differentiate the two approval flow? any suggestion?
