Why is Reviewer and Frequence not showing on Profile in ARCS

Summary:

I am setting up ARCS from an empty system and has defined basic system setup and Match Types and formats.

Now I am defining Profiles but when going to the Workflow tab, I only see Preparer as option to setup a user and a backup user.

I do not see Reviewer and Frequency on that screen at all?

I have defined Frequency levels to 3 and created two frequencies on top of the seeded Monthly.

I have defined Reviewer in the Organization.

What am I missing to get the options showing up in the Workflow tab of Profiles?
