Not able to enable reports to 2 users

Summary:


We have 1 requirement to enable reports to 2 users; in sandbox > we are using Structure an dusing EL expression as :
#{securityContext.userName=='padmaja.p@kpmg.com' or 'sita.shial@kpmg.com'} -- the second user is not able to view the reports but the 1st user is able to view the report.
