Forecast workflow Rule

Summary:

We are looking for Forecast workflow Rule which can we auto approve if the forecast amount is within the Approved budget. Another rule we want want to create if the Forecast amount is more than Approved budget Plus 10% then it will go to another approver. Please guide me on this.
