Want to restrict HR user to attach few workschedule in work schedule assignment section in person

Summary:

Dear Team,

Client has 10 to 12 long term shift which supposed to attached in workschdule section. Now client want to have an restriction that HR people will assigned some defined shift not all of them. If we can restrict like HR 1 can assigned 5 out of 10 shifts and another HR2 can assign only other 5 out of 10 shifts.
