Does enabling the Manage Resource Role configuration assign resource roles to converted users?

We are hoping to use the Manage Resource Roles configuration (Setup and Maintenance > Manage Resource Roles) to assign the Contract Administrator role to users based on their job code. We tested this process by hiring an employee through the Recruiting module and it worked as expected - an employee hired with a job code included in our configuration was automatically assigned the Contract Admin Resource Role upon user creation.
