Assignment Rule Department does not have "In including Children" Operator

When we are creating an Assignment Rule with the Attribute of Department, we are not able to see the "In Including Children" operator.

According to the document, if an attribute is hierarchal, the operators "Not In Including Children" and "In Including Children" are going to be displayed.

However, when we use it in Department, which has hierarchy, those 2 operators are not present.

Is there anything that we need to do to have it enabled in the Operator?
