Is it possible to reroute the approval flow of the CEO to another mngr where it should be only one

The CHANGE_ASSIGNMENT rule in the ChangeAssignmentRuleSet rule set failed because a supervisor does not exist for CEO. Need to skp the rule when the last Approver has no Line Manager(i.e. CEO) The Rules Starting Participant and TOP Participant is the 2nd Level Manager, when the employee being changed reports to CEO (The highest Job and has no Line Manager) The approval errors as there is no 2nd Level Manager
