Get City to be copied from PC Miler while validating address

Summary:

Currently we are using PC Miler Practical POSTAL TO POSTAL external engine for validating the address in OTM
and we have lat and longs being copied to out location successfully
our requirement is we want to copy the city which is being given by PC Miler to our location city in case user is not providing city in the location city field
