Access to create/update Item Subinventories and Locators only

Summary:

We need to provide access to some users only to create/update Item Subinventories and Locators. These users should not have access to create/update Subinventories. Find that the privilege INV_MANAGE_SUBINVENTORY_AND_LOCATOR_PRIV controls all three or none. Appreciate pointers to achieve this requirement through user access control. Thanks.
