Unable to add new EFF Attribute Group into Change Order if any In-Progress ECO's are present

Summary:

I have created a new Change EFF Attribute Group and trying to add it to existing Change Order. It is throwing below error and system is expecting to cancel or complete all the in-progress Change Order. There could always be In-Progress ECOs available in the Fusion. How do we by-pass this add new EFF AG to ECO?
