How items can be loaded in bulk to a commercialization change order?

The customer wants to update the item revision through CCO approval and need to load the items to change order in bulk. Can't select and add 100s of items 1 by 1 in a change order as it require immense manual effort. Please suggest a solution.

Saw FBDI option but that's usage is restricted for data migration and create the change order in completed status.
