Access Group not working as expected

Hello
We have create an analysis which has returned 685 record ( and includes the employee I am using for testing).
I applied this to a course via a local access group ( learning > courses > learners > access groups > add access groups >create local access group > use analysis )
Only 500 show on screen (even though it shows Total recipients of 685), and I cannot search on the employee.
Assuming that this is limited to 500 at this point, even if we proceed and assign the analysis, when we log on as the user ( Manager Redwood) we cant enrol in an offering.
