Unable to link multiple Negotiation Lines to the "original" single lined PR

Scenario

  1. User Departments create PR with estimate budget USD20million for request decoration services, PR passed budget check and approved.
  2. Buyer creates RFQ/Tender with line details of USD8million materials and USD12mllion services… for the first negotiation line we can update USD20million to USD8million materials and linked to the original PR (USD20million decoration services) but when we add a new negotiation line for USD12million services we are not able to link the second line to the original PR.

Detailed Question

Is it possible to link the budget checked & approved USD20million PR with below two negotiation line items?
