Summary:

The requirements are:
- No more 5.5 hours, you you can't have overtime
- Worker can only apply for meal allowance 2 if they have applied for meal allowance 1

There is a configuration in the system via ff that you can only enter meal allowance (in time card) if you have overtime entry
