How to get rid of the CCC terms banner?

Summary:

The CCC terms banner appears all the time and every time refresh the page which is annoying.

Content (please ensure you mask any confidential information):

At least, this should only appear one time on first login and once the user logged in or click the Close icon it should not pop up all the time on the top. Can this not be closed permanently by Oracle? It's annoying!!!!!!!!!!!!!!!!!!!
