Can multi-level approval workflows be created using 'Manage Workflow Rules in Spreadsheet'?

My customer requires the implementation of a journal approval workflow that necessitates three levels of approval before completion, and I need to set this up in a test environment. However, I am currently unable to implement the customer's requirements.
I have attached an overview and a conceptual diagram of the desired approval workflow below. Is it possible to construct this using the 'Manage Workflow Rules in Spreadsheet'?
If anyone has experience with this, your guidance would be greatly appreciated.
I have already reviewed the contents of this manual (Create Workflow Rules Using a Spreadsheet), but it does not provide a method to implement the desired workflow.
