Multiple approvers in representative approval rule stage

We have created learning request approver rule with 2 levels of approvers.

Initiator>Line manager approver>Representatives

Expected Behavior - At representative stage notification should trigger to all the representative at same time but anyone should claim to approve it and transaction should be closed.

Actual behavior - Notification goes to each representative in serial manner. Representative 1 approves then it goes to Representative 2 and so on. which is not required.

Is there any setup which would work as expected behavior.
