Is it possible to generate pick slip no. when subinventory and lot both are in Quarantine status?

Actually, i have created a movement request number, but dont want the pick slip number to be generated when material status of subinventory and lot is Quarantine. But what is happening currently is when i run the Movement request pick slip report, it generates the pick slip number.

Also, what is "movement request put away" transactions in manage material status? what happens if this transaction is kept on disallowed side?
