data not consolidating to parent entity

I have a very basic FCCS setup and trying to consolidate the data. I am not able to see anything at parent company. I can see data at Parent Current → Contribution combination for level 0 entities but i do not see it copied to Entity consolidation of parent company. I saw some prior threads and it could be block creation issue but i am not sure how to troubleshoot that because i do not see the setting "EnableOptimalBlockCreation ". Is there any other setting/option i should be looking at.
