National Identifier validation feasibility

Summary:

We have came across a case where the national identifier is exceeding the digits.

For Example, In India when we add a national identifier as Aadhar it should be of the format of 12 numeric digits.

But we saw a employee who has 13 digits in his national identifier.

How can I put validation here. Can anyone please guide , step by step ?
