Issue connecting to 23ai autonomous data warehouse "Always Free" instance - ORDS HTTP Status 571

Summary:

Due to 21c "Always Free" instances being imminently decommissioned, I rebuilt a database in 23ai. The original 21c database was an APEX instance, and I decided the data warehouse type would be better when rebuilding. For migrating, I used DBMS_DATAPUMP to export the schemas and import them again into the 23ai instance. There is a script that Oracle provided to ease the migration, but this script will not be able to connect to an APEX instance.

After creating the 23ai schemas, I imported the workspace and application APEX exports. I tested the application successfully through APEX using many connections through ORDS. That was a couple days ago. Presently, no connections to this database through ORDS are successful.
